Part B Updates: Special Education
Reevaluations
Numerous changes were made to the Reevaluations for Special Education page, including the new guidance on determining if a reevaluation is necessary, language updates to match Iowa Administrative Code requirements, clarity on the reevaluation process and emphasis placed on the purpose of reevaluations (eligibility and determining the nature and extent of services). Additionally, information was added on procedures if parents do not respond to requests for consent and the processes prior to, during, and after a reevaluation meeting. Lastly, changes were made in the section previously titled “Specialized Evaluations.” This section has been separated into two sections; Difference of Opinion and Additional Information: Data Collection Outside of Evaluations or Reevaluations.
Accredited Nonpublic Schools
Additional information was added to the page for Accredited Nonpublic Schools in regard to the consultation process with Nonpublic Schools. Other changes to the page included replacing “private” school with “accredited nonpublic” school.
Out of State Placement
The Out of State Placement page was updated to provide more details and to address questions from the field on the application process. Differences were made between when the placement decision was that of an IEP Team versus when the placement is due to a court order. There was also information added in regard to requirements for students considered Wards of the State, the ongoing responsibilities of the AEA/LEA when students are placed out of state, and unilateral decisions by parents to place their child out of state.
Age of Majority
The Transfer of Rights section of the Secondary Transition page was updated to provide more detailed information on the process if a student’s rights are obtained by a third party after they reach the age of majority.
Part C Updates: Early ACCESS
New End Codes
A new End Code was added for Early ACCESS, as well as minor changes for two other End Codes. The code CMO was added to Referral End Codes to signify Child Moved Out of State. Additionally, the Referral Codes CSW and ENE had minor changes to the examples provided of when to use these codes.
Resources: Special Education and Early ACCESS
Additional resources were added for Early Intervention and Special Education to support the field in procedures and evaluations. Additionally, the Early ACCESS Health Assessment, Early ACCESS Nutrition Guidelines and Guidelines for CHSC Service Coordination documents were updated.
