Part B Updates: Special Education

Out of State Placement

Guidance was updated for the process and procedures for when an out of state placement is determined necessary by an IEP Team. Some components of this process may also align when a student is placed out of state by a parent or other agency, however the state is still working on final guidance for this process as a result of HF 787 and will update when available. 

Part B: ACHIEVE Codes and Definitions

ACHIEVE codes were updated to reflect changes in the system, as well as the addition of new codes the field may use when identifying settings, enrollment, ending, exiting, or delay reason. The updated document can be found here. Additional updates may also be coming soon. 

Functional Behavior Assessments and Behavior Intervention Plans

The page outlining procedures for Social, Emotional, Behavior (SEB) in an IEP was updated after new changes to the FBA and BIP process took effect. 

Shortened School Days

Information about shortened school days, or modifying the length of a student’s school day, was added to the Unique Settings webpage. 

Part C Updates: Early Access and Early Intervention

Child Find Activities and Intake Procedures

Changes and updates were made to the Early ACCESS Child Find information to provide clarification on procedures and provide more detailed information on the process. Procedures for Child Abuse Prevention and Treatment Act (CAPTA) referrals were added- there is now a Timeline for Contacting Referrals (Non-CAPTA) – referrals from parents, physicians, grandparents, and childcare, etc.; and a Timeline for Contacting CAPTA Referrals. A presentation was created to further explain the changes to the procedures as well as provided information as to the why behind the change. The presentation can be found here; there is also a PDF of the slides with notes and a PDF of slides only.

Initial Evaluations for Early Intervention

Informed Clinical Opinion: This document was removed from the webpage and replaced with a link to the Early Childhood Technical Assistance Center, which provides more information on an Informed Clinical Opinion. In addition, the text on this page was updated to provide clarification in the process of using informed clinical opinions. 

Service Coordinator Training

The platform and location of the service coordination training modules has changed. Service coordinators no longer access the training via the link in the procedures and instead will connect with their Early ACCESS liaison at the AEA and a request to enroll in the course will be made. University of Iowa now hosts the service coordination training.

Guideline for CHSC Service Coordination

This document was replaced with an updated version that is condensed and provides links for further information. 

Medicaid Billing

The AEA Medicaid billing document was removed from the website, as the information was outdated.
